EARO and coordination with ENAIRE to fly in controlled airspace

If your flight is in a CTR, an ATZ or near an airport, it must be coordinated with the air traffic service provider. We write the operational risk assessment and mitigation (EARO, Evaluación y Atenuación del Riesgo Operacional) and coordinate it for you.

What is an EARO

The EARO (Evaluación y Atenuación del Riesgo Operacional, operational risk assessment and mitigation) is the safety study that analyses the risks of a drone operation in controlled airspace or near an aerodrome, and defines the measures to mitigate them.

It is the document used to coordinate the operation with the air traffic service (ATS) provider: in Spain, usually ENAIRE, through its Planea platform. Without that coordination, you cannot fly in that airspace.

When you need it

  • When the flight point is inside a control zone (CTR).
  • When you fly in an aerodrome traffic zone (ATZ) or near an airport, aerodrome or heliport.
  • When ENAIRE's UAS geographical zone requires the operation to be coordinated with the ATS provider.

Not every operation near an airport requires the same thing: it depends on the zone, the height and the distance. In the diagnosis, within 24 hours, we tell you whether your flight needs an EARO or whether another coordination is enough.

What our service includes

  • Analysis of the flight point and the airspace involved.
  • Writing the EARO: description of the operation, identification of the risks to air traffic and mitigation measures.
  • Coordination and contingency procedures with the air traffic service.
  • Submission on ENAIRE Planea and follow-up until coordination is obtained.
  • Review of the pilot's requirements, such as the radio operator certificate when the operation requires radio communication.

How it is coordinated with ENAIRE

  1. Diagnosis. We check the zone and confirm whether your operation needs an EARO.
  2. Writing. We prepare the EARO with the details of your operation, your aircraft and your pilots.
  3. Submission on Planea. We send it to ENAIRE and answer their queries.
  4. Coordination. You receive proof of the coordination and the conditions under which you can fly.

Our commitment: EARO coordination within 2 weeks. ENAIRE's and other authorities' deadlines are always respected; ours is the fastest possible within the regulations.

Price

The EARO is quoted individually depending on the complexity of the operation. With a plan you get a discount on every EARO:

  • ZONA 40−10 %
  • ZONA 80−20 %
  • ZONA 120−30 %

Frequently asked questions

Common questions about the EARO

What is an EARO and why is it needed?

The EARO (Evaluación y Atenuación del Riesgo Operacional, an operational risk assessment and mitigation) is the safety study that analyses the risks of a drone operation in controlled airspace or near an aerodrome, and defines the measures to mitigate them. It is needed because it is the document used to coordinate the operation with the air traffic service provider: in Spain, usually ENAIRE through Planea.

How long does EARO coordination take?

Our commitment is to coordinate the EARO within 2 weeks. ENAIRE's and other authorities' deadlines are always respected; ours is the fastest possible within the regulations.

Do I need the radio operator certificate to fly in a CTR?

You need it when your operation requires radio communication with air traffic services, which is common in controlled airspace. In that case Royal Decree 517/2024 requires the theoretical and practical radio operator training certificate. We check this in the diagnosis.

Does every operation near an airport need an EARO?

No. It depends on the UAS geographical zone, the height and the distance to the aerodrome. Some operations only require another coordination or notification. In the diagnosis, within 24 hours, we tell you whether your flight needs an EARO.
